The Alert Tower interferes with scouting information. A scout report can state that pieces of intel were disrupted by the target's tower, leaving the attacker without those details. Construction requires Base level 10.
How scouting information is affected
Reports can contain different kinds of information, including squad power, equipment and skills. Disrupted intel is missing information about the target, not evidence that the target has no equipment or other bonuses.
The tower's role in a scouting report is separate from the Wall and its defensive squad. A report describes what the scout learned; the defending formation is what the attacker must fight.
Connection to the Recon Plane
The Recon Plane has upgrade requirements that refer to Alert Tower levels. This links the two buildings' progression, even though their named effects differ: the plane is associated with reconnaissance speed, while the tower appears in disrupted-intel reports.
The Alert Tower has 30 levels and reaches 314,300 building power. That power total does not express a number of hidden report entries or a percentage chance to block intel.
